Mayor Deal explained that the fire service taxes are now directed to the city, as the city is the entity that

provides the services. If the city chose not to renew the contract to provide those services to the North

Puyallup area, then the taxes would not be directed to the city. He further explained that the council was

neutral and had no stake, or goal, in pursuing annexation; however, some local residents were exercising

their rights under state law to proceed with another method, i.e. the petition method, of trying to annex to

the city. This second method of annexation petition was not instigated by the city council or city staff.
