Councilmember Turner spoke of the council’s commitment to public safety as a number one priority and

that she had observed reactions from firefighters in the audience regarding the 25 minute response time

referenced in Mr. Stanzel’s comments, and she did not believe his statements were accurate. She then

questioned the city attorney regarding the statements made, and the legalities of the provision of water

service to outside the city. Mr. McLean responded the extension of water service outside the city has to

be approved by the city council and a contract for pre-annexation water service would need to be executed

first. She observed that the city did not pursue annexation of the area, but did respond to a group of

citizens from the area who were interested in annexation, even after the ballot measure failed.
